The Ogre Katsina is used to frighten the very naughty children who aren't behaving. He will even get mad at adults for their behavior. He talks in a fast, harsh tone. They tell the kids he has a sword to cut you into pieces and a big mouth to eat you. He carries his yucca whips in a striking position. In a deeper meaning, the symbols on his checks and mouth are friendship symbols. And his long hair represents rain, which gives life. In a sense, he is your friend but using some tough love to get you back on the right path.
